Land Exchange for Municipal Infrastructure

Separate parcel valuations for a proposed exchange supporting future road infrastructure.

The assignment

gsi valued parcels involved in a proposed land exchange associated with future municipal road infrastructure. The assignment required independent market value advice for the lands being considered for transfer.

Key considerations

The exchange involved lands with differing characteristics and planning contexts. Development permissions, environmental constraints and the relationship of each parcel to its parent holding were relevant to the analysis. The infrastructure purpose of the transaction did not remove the need to examine the underlying characteristics of the individual parcels. Land capable of supporting development and land constrained by environmental or conservation considerations required appropriately differentiated market evidence.

Our approach

gsi reviewed the proposed exchange, parcel information and applicable land use controls. Separate highest and best use analyses addressed the properties involved. The market research considered development land evidence and transactions involving environmentally constrained lands, reflecting the differing characteristics relevant to the valuation. Each parcel was assessed within the specified scope of the exchange assignment.

Purpose of the advice

The appraisal provided a market value basis for evaluating the proposed transfers. It helped explain why the parcels required individual analysis and how their planning and physical characteristics influenced the valuation evidence used to support the transaction.
