Expropriation
Expropriation & Redevelopment Land
Acquisition and compensation valuation for a property with residential redevelopment potential.
The assignment
gsi prepared acquisition and expropriation appraisals for a property with residential redevelopment potential. The work addressed market value for acquisition negotiations and, subsequently, an appraisal supporting an offer of compensation following full expropriation.
Key considerations
The valuation required consideration of the property’s development potential alongside its existing use. Planning permissions, physical characteristics and market evidence were central to establishing a supportable highest and best use. A development scenario needed to be assessed in the context of both what could be permitted and what the market could reasonably support. The acquisition and expropriation stages also required attention to their respective valuation dates and terms of reference.
Our approach
gsi reviewed the site’s planning context and analyzed comparable residential development land transactions. The analysis considered the relationship between the proposed built form, development capacity and land value. For the later expropriation appraisal, the valuation was prepared within the compensation framework applicable to the assignment, with the assumptions and scope of the opinion expressly identified.
Purpose of the advice
The reports provided independent valuation evidence for acquisition decision-making and the preparation of an offer of compensation. They addressed the property’s market-supported redevelopment potential without assuming that its current improvements alone determined its value.
